A complete and total dick. He's not completely 'evil' so to speak, but he really hates things that he doesn't understand or annoy him or that he doesn't like. He enjoys things that most good red-blooded Americans love: Beer, Explosions, Freedom, Muscle Cars, etc etc...
Character Motivations
Charlie really doesn't like working if he can help it. But he does like drinking beer and gambling. So, in order to fund his habits, as well as a Hail Mary early in his life to get it on some sort of track, he joined up with the CPF after his then girlfriend basically ordered him. Now he's basically just using the CPF to allow him to live his life how he pleases and have access to certain equipment he enjoys using. Will he kill someone if he feels the need? Yeah sure if it's not too much trouble.

Biography
Charlie was born to two red blooded Americans in Upper Pennsylvania. His father was a racist beat cop and his mother was a substitute teacher at a private Catholic school. They were quick to beat him whenever he messed up, so that was lame. So he wandered away from home, caused trouble in school, drank and smoke and played football. After he 'graduated' high school (it helped to be a football player), he started getting interested in the Frequently Asked Questions (FAQanon) movement and joined up with a loose group of patriots called the 'Patriots of Steel'.
This group was basically a bunch of idiots with guns, big trucks, American/Confederate Flags and beer. It was *glorious*. For the first time in his life, he found something he could get excited about and trained hard in survival, firearms, homebrewing, learning what the government was truly doing and voter intimidation. He also met Bernard Watkins (aka Tripwire). Tripwire was an actually competent crazy person, having served many years in the military as a demolitions expert. He taught Charlie everything he knew so that he could be ready for the 'Uprising'.
Sure enough, the Uprising came, just as FAQanon predicted. However, it was in the form of the Red Eyes, not that that made any difference to them. Tripwire, seeing what was happening, strapped a cluster of C4 packs to his chest, saluted his brothers, and ran into a group of civilians trying to escape (he thought they were all infected and commies), blowing them all to smithereens. A true 'patriot'.
After that, the Patriots of Steel quickly died off from either stupidity, being killed by others sick of their shit or starving to death. Charlie however, hooked up with a girl named Laurie, somehow, and she took care of him. He is unsure why she did, but he wasn't one to complain. Well, at first at least. She convinced/nagged him to join the CPF, where he actually learned some skills other than blowing things up. After a while though, he got bored with Laurie, and she died in a totally unrelated explosion incident.
Since then, he's been bounced around the CPF, somehow conniving his way into not being outright fired, or hung. He's been moved to the Monroe area after reports of old explosives being found and blowing the leg off some Crow in a cave or something. He was a little drunk when they sent him out, so what the hell? Maybe they'll have some good bbq.
