Jay is a selfish and generally unpleasant person. He enjoys chaos and feels satisfaction picking on other people. He doesn't much like being around other people, but acknowledges that they can be helpful means for achieving a goal.
His sense of morality is not coherent with the pre-apocalyptic world. He believes that the strong rule the world and if you want something, you should take it. It doesn't matter if somebody else gets hurt or even killed, that's simply the way of the world. You're the victim or you're the wolf. As a smaller man, he finds it particularly important to showcase his strength so as not to be picked apart by the chaos he seems to embrace.

Jay is a scrawny man with a naturally skinny physique. Standing at 5'9, he weighs 120 lbs. His crooked teeth are a yellowish-brown from years of chewing tobacco. His hair is wispy and very receded. He isn't very hygienic and generally looks quite unpleasant.

Biography
Jay Barney was born in rural Texas to an unwed mother of the young age of 17. He never met his biological father and his mother constantly brought new boyfriends around the house. Many of them treated him quite poorly. Jay learned from a young age that if you wanted something, you had to take it. The only true rule of the world were the strong prevailed and the weak served them. He’d constantly get into trouble at school, picking fights and stealing things from other children. He didn’t have too many friends, but that didn’t bother him much - Jay didn’t really like other people. He did like picking on other people thought, he thought it was fun to get a rise out of them. It made him feel in control, something he never felt at home.
He dropped out of high school at 17, figuring it beneath him. The young man worked a lot of jobs since then, significantly struggling to keep steady work. He’d either stop showing up, finding the work bored him, or would be combative with coworkers, bosses, or customers. He’d spend a lot of his time drinking and smoking. He’d steal things from time to time but always managed to get away without being caught. He felt like that meant he was above the law.
When the world fell, Jay found himself enamored by the chaos. He found himself with a few other men with the same mindset. The law kept them from doing the things they always wanted to do. It kept the world from operating under the harsh reality that the strong get what they want. Without it, he felt he could thrive. Jay was given a double barreled shotgun and he and the three other men he was with would rob any survivors they came across. If they gave too much lip, they’d rough them up a little - maybe even shoot them if they really wouldn’t show respect. About a week into things, one of the guys he was with got bit. Jay shot him in the head before he could turn. A few days later, a group of survivors didn’t take kindly to getting robbed and opened fire. The other two guys in his group got shot dead and Jay barely managed to escape with his life. He didn’t lose too much sleep over it… the strong prevailed so clearly the others just weren’t strong enough. He can now be found roaming the state, robbing and picking on people as he sees fit, fully embracing the chaos of the new world.
