Has this character appeared in a previous lore?

Age

Blood Type
AB
Personality
Waldau is vain about his appearance, often opting for oversized suits to mask his lack of a sculpted body, and a sort of combover to hide the thinning hair around the crown of his head. He is a narcissist, susceptible to the delusions of grandeur, often refelcted in the inflation of himself a kind of larger than life figure that is absolutely crucial for his trade operations to function, thereby making the leap of logic that his employees are only alive because of him.
Character Motivations
Waldau is jowly and moderately built, not uncharacteristic of someone his age, and keeps what hair he has left combed to hide some balding around the crown. His eyes could be described as somewhat shifty, and his grin, a smug one. He generally wears oversized clothes to mask his unimpressive body, sporting something formal when he can, partly out of habit from his old days on Wall Street, and also the professional look it exudes for potential customers.

Biography
The third of five children, Waldau Palahniuk Renault was born to the union of two influential families in the financial sector on April 20th, 1982 at the Presbyterian Hospital in Lower Manhattan. On his father's side they were industrialists from France who came to the United States after the withdrawal from the Ruhr region in 1930 halted the revenue of their iron manufacturing operation, while his mother's line went back to members of the Polish aristocracy who fled certain death following an unsuccessful uprising against the Russians in the 19th century. Silver-spoon in hand, he grew up at a sumptuous penthouse in Central Park West, received an exceptional education at Wharton, and was off to a flying start as he plunged himself into the world of stockbroking.
For most this path in life was the avenue to riches, and not something for one who had everything they could ask for and more things to pursue, but Renault didn't do it for the money. With everything handed to him on a silver platter throughout all his years, this left a hole in him which he sought to fulfil by making something for himself. He relished the competition of it all, the schadenfreude when he would surpass a rival, pinch a client off them, or watch them plummet. He made exuberant shows of his wealth, though only to garner the attention of other people and mix with those whom he thought himself to be a part of, the cream of society. This was his life for his twenties and early thirties.
By 2015 he reached his middle thirties and began to consider the prospect of settling down. Unfortunately he could not foresee the devastating consequences of Red Eye, and the ensuing scourge that would tear New York apart. The first year or two when hope hadn't completely faltered he fared well on favours backed by money that would soon have no value. Living in a secure area he appeared aloof and so when the inevitable collapse of that group occurred he was left to fend for himself.
Not much of a fighter, Renault quickly relied on his skills in business and experience as a stockbroker, convincing people to take him onboard and peddling what goods he could get ahold of. Over time he managed to make a small nomadic trading convoy with an R.V. he could relax in. It was as good a life as one could hope for in a world so marred by death and destruction. His travels would take him from place to place across New York, hiring new help and expanding his little motorcade as time went on. By 2028 unexpected circumstances struck and he was ambushed by bandits in an equally-sized fleet of technical trucks, fitted with large jerry rigged guns.
By playing dead he managed to emerge from the ordeal unscathed, and now finds himself in Monroe County. Looking for shelter, he is filled with anger, fear, and a strong urge to get out of the poverty he finds himself thrust into.
